Within yard and restricted limits, trains are authorized to move on the main track not protecting against other trains. The dispatcher is not always aware of train movements within these limits. Protecting against other train movements is a key component in the JSB that occurs between the crew and dispatcher. However, train movements have to be known in order to protect against. In this case, there is no way for the crew or dispatcher to protect the rear of the train making the back-up move into or within yard or restricted limits.
